A private waste hauler collecting solid waste within the City, including Construction and Demolition (C&D) Waste, must obtain an AB 939 Compliance Permit (a.k.a. Waste Hauler Permit).

Waste Hauling Permits, Construction & Demolition Debris Waste Hauling Permits and RecycLA/Franchise Service ProvidersAs of July 1, 2017 waste hauling permit issued to non-franchise service provider (FSP) haulers shall not grant non-FSP haulers the right to collect from customers designed as Franchise System customers, unless alternative arrangements have been made with FSPs in the appropriate zones. C&D waste can only be taken to City certified C&D processing facilities. Non-compliance penalties of up to $5,000 will be assessed for every load of C&D waste not taken to City certified processors.
