A private waste hauler collecting solid waste within the City, including Construction and Demolition (C&D) Waste, must obtain an AB 939 Compliance Permit (a.k.a. Waste Hauler Permit).

LASAN Solid Resources Haulers and Facilities PortalBeginning October 1, 2021, haulers may use the “LASAN Solid Resources Haulers and Facilities Portal,” (“the Portal”) to enter tonnage and gross receipts directly online each quarter. Haulers who do not have access to the Internet may continue to use the existing paper Quarterly Reporting forms and email the completed Quarterly Reports to ab939haulers@lacity.org.See below for information on the new Portal, website links to the online system, training guides and videos.
C&D waste can only be taken to City certified C&D processing facilities. Non-compliance penalties of up to $5,000 will be assessed for every load of C&D waste not taken to City certified processors.
