CITYWIDE CONSTRUCTION AND DEMOLITION (C and D) WASTE RECYCLING ORDINANCE On March 5, 2010, the Los Angeles City Council approved Council File 09-3029 pertaining to a Citywide Construction and Demolition (C&D) Waste Recycling Ordinance that requires ALL mixed C&D waste generated within city limits be taken to City certified C&D waste processors. LA Sanitation (LASAN) is responsible for the C&D waste recycling policy.
All haulers and contractors responsible for handling C&D waste must obtain a Private Waste Hauler Permit from LASAN prior to collecting, hauling and transporting C&D waste, and C&D waste can only be taken to City certified C&D processing facilities.
Non-compliance penalties of up to $5,000 will be assessed for every load of C&D waste not taken to City certified processors. There are no longer any C&D rebates.
The Department of Building and Safety will aid in facilitating implementation of this ordinance; Building and Safety Building Permit applications will require contractors to either identify the Permitted Private Solid Waste Hauler handling C&D waste from their City project or provide the contractor's own Private Solid Waste Hauler Permit should the contractor choose to self-haul C&D waste.
