Low Impact Development

As of June 15, 2022, the LID Public Counter will offer same day customer services via the City of Los Angeles Virtual Counter System. To access the Virtual Counter System Queue, please go to appointments.lacity.org. Please note that the Virtual Counter will serve customers on a first-come first-served basis, during normal business hours of 7:30AM to 4:00PM Monday through Friday, except Wednesday (9:00AM to 4:00PM). All customers, except those with only General Questions, must first start a customer service request using the LID Plan Check Portal prior to joining the Virtual Counter System Queue.

By appointment only, the LID Public Counter now provides certain customer services virtually and in-person. Please go to appointments.lacity.org to access the City of Los Angeles Appointment System to schedule an appointment. Please submit a customer service request via the LID Plan Check Portal prior to scheduling an appointment. An appointment request without an LID Portal service request will be canceled.

For those who are unable to access our electronic services, we will continue to use the designated, Drop-off/Pick-up Area at the Figueroa Plaza Lobby (201 N Figueroa St) for your hard copy submittals as listed under the City of Los Angeles Continuity of Operations Plan for Development Services Centers until further notice.

LID Plan Check Portal

As of October 19, 2020, all projects electing to submit plan check documents electronically will be required to submit through the LID Plan Check Submittal Portal located at https://lid.lacitysan.org
 
Please utilize the step-by-step instruction guides below to assist in establishing your LID Plan Check Submittal Portal account and for instructions on how to submit projects.

Residential (4 Units or Less, i.e small scale) Projects

New submittals requiring LID approval may elect to submit electronically via the LID Plan Check Portal https://lid.lacitysan.org or dropped off at the special designated “Drop-off/Pickup” areas.
The estimated review time: Same Day Review via the Virtual Counter

Submit the following with either submittal option:
  • Copy of LADBS permit application, including PCIS #
  • Project Drawings (1 file in pdf format)
  • Architectural Site Plan
  • Architectural Roof Plan
  • Architectural Elevations
  • LID Stormwater Plan
  • Grading / Civil Plans (if any)
  • 8.5” X 11” Plot Plan showing project site and BMPs.
  • Project Summary Form (Fill out at minimum the contact name, contact phone number and contact email address if submitting at the special designated “Drop-off/Pickup” areas.)
All Other Development Projects (i.e. Large Scale)

To submit electronically via the LID Plan Check Portal https://lid.lacitysan.org or drop off at the special designated “Drop-off/Pickup” areas. The estimated review time: Regular Plan Check 11-12 Weeks; Expedited 9-10 Weeks.

Submit the following with either submittal option:
 
  • Copy of LADBS permit application, including PCIS #
  • LID Report and Hydrology Calculations (1 file in pdf format)
  • Project Drawings (1 file in pdf format)
  • Architectural Site Plan
  • Architectural Roof Plan
  • Architectural Elevations
  • LID Stormwater Plan
  • Grading / Civil Plans (if any)
  • Plumbing Plans (Riser Diagram) (If any)
  • 8.5” X 11” Plot Plan showing project site and BMPs.
  • Project Summary Form (Fill out at minimum the contact name, contact phone number and contact email address if submitting at the special designated “Drop-off/Pickup” areas.)
Certificate of Occupancy Clearances (must be submitted electronically at https://lid.lacitysan.org)
The estimated review time: Same Day Review via the Virtual Counter

Submit the following:

Pictures of all BMPs taken during various construction phases and at completion
Copy of the Sanitation stamped approved plans (PDF or jpeg format)
Completed Stormwater Observation Report (SOR) format:
Residential Development (4 units or less) Stormwater Observation Report Form
All Other Developments Stormwater Observation Report Form

Planning Case Referral Requests (must be submitted electronically at https://lid.lacitysan.org)
The estimated review time: Same Day Review via the Virtual Counter

Submit the following:


  • Proposed architectural plan (1 file in pdf format)
  • Applicant name, e-mail, phone number and business address (in body of email request)
  • Project address, lot area, proposed impervious area cover on redeveloped site area (in body of email request).
Restamp

Plans requesting a re-stamp may elect to submit electronically at https://lid.lacitysan.org or dropped off at the special designated "Drop-off/Pickup areas.
The estimated review time: Same Day Review via the Virtual Counter
 

Submit the following with either submittal option:

  • Previously approved sanitation stamped set
  • New set of plans to be restamped
  • Two copies of the new set of plans to be restamped (If submitting at the special designated “Drop-off/Pickup” areas.)
  • 8.5” x 11” sheet of paper with PCIS permit application number, applicant name, email, phone number (If submitting at the special designated “Drop-off/Pickup” areas.)
Plan Check Fees

Payments must be collected prior to final approval of the plans. Your assigned plan checker will inform you on the amount and method of payment upon the first review of your plans.
