The City of Los Angeles (City), as the Lead Agency, through its Bureau of Sanitation (LA Sanitation and Environment, LASAN), has prepared a Draft Program Environmental Impact Report (PEIR) pursuant to the California Environmental Quality Act (CEQA) for the proposed Comprehensive Plastics Reduction Program (proposed Program), which is further described below.
PROJECT LOCATION:
The proposed Program would occur throughout the City of Los Angeles.
PROJECT DESCRIPTION:
The City seeks to implement a citywide Comprehensive Plastics Reduction Program, which would involve adopting measures to reduce or eliminate the production and use of single-use plastic products (“upstream” measures) and encourage reuse of other items to the extent feasible, thereby reducing or eliminating the input of single-use plastics into the City’s waste stream and the environment and reducing the aesthetic, environmental, and human health impacts of single-use plastics. The proposed upstream measures may include bans on specific single-use products; product stewardship programs (e.g., certain packaging and/or foodware items); extended producer responsibility programs (e.g., take-back programs for certain textiles); policies to require and/or support the manufacturing of durable, reusable, repairable, and recyclable products (e.g., requirements for recycled content in certain products); and evaluating Program efficacy and conducting additional studies (e.g., additional take-back programs and/or pilot programs).
The City anticipates that a decrease in single-use plastics could result in an increase in the use of reusable, compostable, and recyclable materials in the City. Therefore, the proposed Program would include elements to increase the City’s ability to manage these materials, such as by collecting, reusing, recycling, and composting alternative materials and supporting reusable products (“downstream” measures). These downstream measures may include the construction or expansion of recycling and composting facilities; regional market development to expand the City’s ability to recycle and reuse currently unmarketable single-use items; and infrastructure to support the use of reusable items. The proposed Program would also include public education, outreach, and engagement as well as enforcement.
ANTICIPATED ENVIRONMENTAL EFFECTS:
The Draft PEIR identified potentially significant impacts of proposed downstream measures that could be reduced to a less than significant level with adoption of proposed mitigation measures for Aesthetics, Agriculture and Forestry, Air Quality, Geology and Soils, Hydrology and Water Quality, and Utilities and Service Systems. The Draft PEIR identified potentially significant and unavoidable impacts of the proposed downstream measures to Biological Resources, Cultural Resources, Hazards and Hazardous Materials, Noise, Transportation, Tribal Cultural Resources, and Wildfire. No potentially significant and unavoidable impacts were identified for the proposed upstream measures.
PUBLIC REVIEW PERIOD:
The Draft PEIR will be circulated for a forty-five (45) day public review period beginning on March 12, 2024, and ending on April 26, 2024. The Draft PEIR and other proposed Program documents are available for download below.
A hard copy of the Draft PEIR is available for public review at the front desk of the City of Los Angeles, Public Works Building, 1149 S. Broadway Los Angeles, CA 90015, during business hours Monday through Friday, 9:00 a.m. to 4:30 p.m. Hard copies of the Draft PEIR are also available for public review at the following Los Angeles Public Library branches within each of the 15 City of Los Angeles Council Districts:

La Ciudad de Los Ángeles (Ciudad), como Agencia Principal, a través de su Bureau of Sanitation (LA Sanitation and Environment, LASAN), ha preparado un Informe Preliminar de Impacto Ambiental del Programa (PEIR) de conformidad con la Ley de Calidad Ambiental de California (CEQA) para el Programa Integral de Reducción de Plásticos propuesto (Programa Propuesto), cual se describe con más detalle a continuación.
UBICACIÓN DEL PROYECTO:
El Programa propuesto abarcaría toda la Ciudad de Los Ángeles.
DESCRIPCIÓN DEL PROYECTO:
La Ciudad busca implementar un Programa Integral de Reducción de Plásticos en toda la ciudad, que incluiría la adopción de medidas para reducir o eliminar la producción y el uso de productos de plástico de un solo uso (medidas “ascendentes”) y fomentar la reutilización de otros artículos hasta donde sea factible, reduciendo o eliminando así la entrada de plásticos de un solo uso en el sistema de residuos de la ciudad y el medioambiente y reduciendo así los impactos negativos que tienen los plásticos de un solo uso en la estética, el medioambiente, y la salud humana. Las medidas ascendentes propuestas pueden incluir prohibiciones de productos específicos de un solo uso; programas de responsabilidad y administración de productos (por ejemplo, ciertos envases y/o accesorios para la comida); programas de responsabilidad ampliada del productor (por ejemplo, programas de devolución de ciertos productos textiles); medidas para exigir y/o apoyar la fabricación de productos duraderos, reutilizables, reparables y reciclables (por ejemplo, requisitos de contenido reciclado en ciertos productos); y la evaluación de la eficacia del Programa y la realización de estudios adicionales (por ejemplo, programas adicionales de devolución y/o programas piloto).
La Ciudad anticipa que una disminución en los plásticos de un solo uso podría resultar en un aumento en el uso de materiales reutilizables, compostables y reciclables en la ciudad. Por lo tanto, el Programa propuesto incluiría elementos para aumentar la capacidad de la ciudad de manejar estos materiales, como la recogida, la reutilización, el reciclaje y el compostaje de materiales alternativos y el apoyo a los productos reutilizables (medidas "posteriores"). IMPACTOS AMBIENTALES ANTICIPADOS:
El PEIR Preliminar identificó impactos potencialmente significativos de las medidas posteriores propuestas que podrían reducirse a niveles menos-que-significativos tras la adopción de las medidas de mitigación propuestas a la estética, la agricultura y la silvicultura, la calidad del aire, la geología y suelos, la hidrología y la calidad del agua, y los servicios de utilidad pública y sistemas de servicios. El PEIR Preliminar identificó impactos potencialmente significativos e inevitables de las medidas posteriores propuestas a los recursos biológicos, los recursos culturales, los peligros y materiales peligrosos, el ruido, el tráfico y transporte, los recursos culturales tribales y los incendios forestales. No se identificaron impactos potencialmente significativos e inevitables para las medidas ascendentes propuestas.
PERÍODO DE REVISIÓN PÚBLICA:
El PEIR Preliminar se distribuirá durante un período de revisión de 45 días que comenzará el 12 de marzo de 2024 y finalizará el 26 de abril de 2024. El PEIR Preliminar y otros documentos del Programa propuesto están disponibles para descargar a continuación.
